BIM is seeking a Substation Inspection & Testing Coordinator to supervise and coordinate inspection, testing, and cutoff activities across electrical substations in Erbil and Duhok governorates. The role requires field coordination skills, technical knowledge of electrical substations, and proficiency in English and Kurdish.

About the job

We are seeking a highly organized, responsible, and technically capable Substation Inspection & Testing Coordinator to coordinate and oversee inspection, testing, and related activities at electrical substations across Erbil and Duhok Governorates.

The successful candidate will act as the primary coordination point between the project management team and on-site inspection and testing teams. The position requires strong organizational, communication, reporting, and leadership skills, as well as the ability to coordinate complex site activities and work effectively under pressure.

The role is predominantly site-based, with approximately 70% of the working time spent at substations and 30% in the office.

Responsibilities

  • Coordinate the mobilization of inspection and testing teams to substation locations.
  • Coordinate daily work activities and distribute tasks among site teams.
  • Ensure that personnel, equipment, testing instruments, tools, and required documentation are available before commencement of work.
  • Coordinate with the Project Manager regarding daily and upcoming site activities.
  • Ensure teams are properly prepared and aligned with the approved work plan.
  • Coordinate with the Project Manager and relevant site personnel regarding substation asset cutoffs.
  • Assist in planning and coordinating the de-energization and re-energization of substation assets required for inspection and testing.
  • Coordinate cutoff schedules to minimize disruption to planned testing activities.
  • Ensure that required coordination and communication are completed before commencement of work on de-energized equipment.
  • Coordinate the sequence of asset cutoffs and restoration activities with the relevant teams.
  • Oversee the overall progress of inspection and testing activities at the substation.
  • Monitor on-site teams to ensure smooth execution of the work.
  • Monitor daily progress against the approved schedule and identify delays or potential issues.
  • Coordinate with team leaders, supervisors, and other relevant stakeholders.
  • Identify site-related challenges and promptly communicate them to the Project Manager.
  • Ensure that planned activities are completed efficiently and according to project requirements.
  • Work closely with the Project Manager to plan upcoming substation activities and asset cutoffs.
  • Develop daily work plans and coordinate the sequence of activities at each substation.
  • Assist in coordinating testing schedules across multiple substation locations.
  • Support the Project Manager in identifying resource requirements and potential scheduling conflicts.
  • Coordinate site activities to ensure efficient utilization of personnel and testing equipment.
  • Prepare and submit daily site progress reports to the Project Manager.
  • Prepare and contribute to final reports following completion of inspection and testing activities.
  • Maintain accurate records of completed activities, pending activities, site issues, and progress.
  • Document delays, technical issues, access problems, cutoff requirements, and other relevant site conditions.
  • Ensure that site documentation is accurate, complete, and submitted within the required timeframe.
  • Support the preparation and review of technical documentation and method statements when required.
  • Lead on-site teams and ensure effective communication between team members.
  • Maintain close communication with the Project Manager and relevant stakeholders.
  • Ensure that instructions and work plans are clearly communicated to site personnel.
  • Promote a professional, cooperative, and productive working environment.
  • Address day-to-day coordination issues and escalate significant issues to the Project Manager.

Requirements

  • Bachelor's degree in Electrical Engineering is highly preferred.
  • Candidates with other relevant engineering or technical backgrounds may be considered based on their experience and qualifications.
  • Previous experience working at electrical substations is highly preferred.
  • Experience in substation inspection, testing, maintenance, commissioning, or related electrical works is an advantage.
  • Previous experience coordinating field teams or technical projects is highly desirable.
  • Experience in preparing method statements is highly preferred.
  • Good understanding of electrical substation operations and equipment.
  • Good understanding of substation inspection and testing activities.
  • Ability to coordinate asset cutoffs, de-energization, and re-energization activities.
  • Excellent organizational and task-coordination skills.
  • Excellent report-writing skills in English.
  • Very good knowledge of MS Word and MS Excel.
  • Ability to prepare, maintain, and organize project documentation and progress records.
  • Excellent command of English, both written and spoken.
  • Good command of Kurdish is required.
  • Good command of Arabic is preferred.
  • Be highly organized and responsible.
  • Have strong leadership and coordination abilities.
  • Be capable of working under extensive pressure and stressful site conditions.
  • Be able to manage multiple tasks and priorities simultaneously.
  • Have strong problem-solving and decision-making abilities.
  • Be flexible regarding working locations and frequent travel between substations.
  • Demonstrate a proactive approach to identifying and resolving site coordination issues.
  • Be available to work according to project requirements and site schedules.

Working hours

  • Work Arrangement: 70% Site-Based / 30% Office-Based
  • Working Days: Saturday to Thursday
  • Working Hours: 8 hours per day
  • Travel: Frequent travel to substation locations is required
