Contract Duration: 20 October 2026 – 19 February 2027 (4 months)

Planned Start Date: 20 October 2026

Level of Effort: 100% allocation to this project, on a 20-working-day/month basis

Reporting Line: Reports to the Project Manager; works in close technical coordination with the Programs Coordinator on structure-selection decisions

Al-Mesalla Organization for Human Resources Development is implementing "Strengthening Social Cohesion, Community Recovery and Integrated Local Support Structures in Ninewa" with GIZ Civil Peace Service (CPS) support in Mosul, Bashiqa, Hamdaniya, Telkaif and Sinjar District (Ninewa Governorate). The project supports the identification, strengthening, reactivation or, only where no suitable mechanism exists, formation of locally grounded community peace structures; delivers assessment-driven capacity development to structure members; facilitates gender-sensitive community dialogue; and supports each structure to update its conflict analysis and develop its own Community Peace Action Plan.

Responsibilities

  • Lead the conflict and stakeholder assessment/mapping process in each of the five target locations.
  • Lead the technical analysis informing whether an existing community peace structure is strengthened, reactivated or broadened, or whether a new structure is formed only where no suitable mechanism exists.
  • Design and deliver the assessment-driven capacity-development support to structure members.
  • Facilitate the structured peer learning and networking activities between the five supported structures.
  • Facilitate the ten gender-sensitive community dialogues led by the supported structures.
  • Support each structure to update its conflict analysis and develop its own Community Peace Action Plan.
  • Apply conflict sensitivity and Do No Harm principles throughout all technical activities.
  • Conduct the five location-level conflict/actor/structure assessments, coordinating with the Project Manager and Project Assistants on field logistics.
  • Apply a consistent, documented methodology across all five locations when assessing whether a structure should be strengthened, reactivated, broadened or newly formed, and present findings for validation by community representatives rather than deciding unilaterally.
  • Coordinate with any organization that previously established or supports a mapped peace structure before engaging it, to avoid duplication or conflicting guidance.
  • Lead the technical design and delivery of capacity-development sessions, tailored to each structure's assessed gaps.
  • Establish and support the member-selected mechanism for inter-committee communication between the five structures.
  • Facilitate each structure's own Community Peace Action Planning process in a strictly facilitative role, ensuring the structure retains ownership of prioritisation.
  • Lead the Community Peace Framework update workshop together with the Programs Coordinator.
  • Coordinate day-to-day with the Project Manager on scheduling, access and field logistics.
  • Coordinate with the Project Assistants on mobilisation and documentation of dialogue and capacity-development sessions.
  • Coordinate with the Programs Coordinator on structure-selection decisions and the Community Peace Framework update.
  • Coordinate with the MEAL Assistant to ensure assessment and dialogue data feed correctly into the project's monitoring indicators.
  • Produce written assessment reports for each of the five locations.
  • Maintain documentation of structure-engagement decisions, capacity-development sessions delivered and dialogue outcomes.
  • Contribute technical narrative inputs to project reporting.
  • The position holder is required to comply fully with Al-Mesalla's Code of Conduct, Protection from Sexual Exploitation and Abuse (PSEA) policy, and Do No Harm principles at all times. This includes completing all mandatory safeguarding training, reporting any concerns through Al-Mesalla's Complaints and Feedback Response Mechanism (CFRM), maintaining confidentiality of participant information, and observing the boundaries of competence that apply to this role — in particular, not diagnosing, assessing, or managing any protection or mental-health-related case, and referring any such matter to the appropriate qualified channel rather than acting on it directly.

Requirements

  • University degree in social sciences, conflict resolution, peacebuilding, political science, or a related field.
  • Minimum 3-4 years of experience in social cohesion, peacebuilding, conflict analysis or community mobilisation programming.
  • Demonstrated experience facilitating community dialogue and working with community-based structures.
  • Experience working in Ninewa Governorate or comparable post-conflict/diverse-community settings is an advantage.
  • Strong facilitation skills, including for gender-sensitive and potentially sensitive dialogue processes.
  • Sound analytical skills for conflict and stakeholder assessment.
  • Strong understanding of conflict sensitivity, Do No Harm and community ownership principles.
  • Ability to work independently across five geographically dispersed locations.
  • Fluency in Arabic required. Working knowledge of English is an advantage; Kurdish is an asset for roles with Ninewa Plains or Sinjar coverage.

Salary

  • Contract Type: Daily-rate contract, calculated on the project's approved monthly budget rate and allocation percentage
