About the job
Lead IOM Iraq’s Partnership and Programme Support Unit, overseeing programme development, donor relations, resource mobilization, project quality assurance, monitoring, evaluation, accountability and learning (MEAL), and results-based management. Advise senior management and coordinate with government, UN agencies, donors and implementing partners.
Responsibilities
- Lead programme support, partnership development and policy analysis.
- Advise senior management on programme performance, funding opportunities and implementation risks.
- Oversee project-cycle management, quality assurance and donor compliance.
- Lead proposal development, fundraising and resource mobilization.
- Build partnerships with donors, government, UN agencies and other stakeholders.
- Coordinate donor reporting, grants management and project documentation.
- Develop and oversee MEAL systems and results-based management.
- Promote integrated programming, organizational learning and continuous improvement.
- Manage and develop PPSU staff.
Requirements
- Master’s degree in a relevant field plus 7 years of experience, or a bachelor’s degree plus 9 years.
- Programme strategy, project development, donor reporting or resource mobilization.
- Team leadership and cross-functional coordination.
- Monitoring, evaluation, quality assurance and project-cycle management.
- Donor relations, proposal development and grant compliance.
- Humanitarian, recovery or development work; UN/IOM experience is an advantage.
- Strategic planning, analytical thinking, leadership, negotiation, report writing, project management and knowledge of results-based management and MEAL.
- Fluency in English required; working knowledge of Arabic or Kurdish.
