SMB GROUP is looking for a Tendering & Procurement Specialist in Erbil with 3–5 years of experience in the Oil & Gas and NGO sectors. The role involves managing the full tendering and procurement cycle, from sourcing and quotation analysis to commercial negotiations and contract execution.
About the job
The Tendering & Procurement Specialist will be responsible for managing the full tendering and procurement cycle, from identifying opportunities and reviewing tender requirements to supplier sourcing, quotation evaluation, bid preparation, submission, and post-award procurement coordination. The role requires 3–5 years of relevant experience in the Oil & Gas and NGO sectors, strong procurement knowledge, and the ability to communicate effectively with local and international suppliers, clients, and stakeholders.
Responsibilities
- Identify and monitor tender, RFQ, RFP, and procurement opportunities within the Oil & Gas, NGO, UN, government, and private sectors.
- Review tender documents, BOQs, technical specifications, commercial requirements, contractual terms, and submission conditions.
- Manage the end-to-end tendering process, ensuring all submissions are complete, accurate, compliant, and submitted within deadlines.
- Source and evaluate qualified local and international suppliers, manufacturers, contractors, and service providers.
- Request, collect, compare, and negotiate supplier quotations to obtain competitive pricing and favorable commercial terms.
- Prepare quotation comparisons, commercial evaluations, cost analyses, and procurement recommendations.
- Coordinate with technical, operations, finance, and logistics teams to ensure tender and procurement requirements are properly addressed.
- Prepare and maintain tender documentation, including compliance matrices, BOQs, pricing schedules, technical submissions, supplier documents, certificates, and other supporting documentation.
- Conduct supplier due diligence and verify company registration, certifications, authorization letters, references, technical documentation, and other required credentials.
- Negotiate pricing, payment terms, delivery schedules, warranties, lead times, and other commercial conditions with suppliers.
- Maintain an updated supplier and product database, including pricing, availability, lead times, capabilities, and supplier performance.
- Coordinate procurement activities following successful tender awards, including purchase orders, supplier confirmations, delivery schedules, and required documentation.
- Liaise with suppliers, clients, subcontractors, logistics providers, and internal departments to ensure efficient procurement and delivery.
- Monitor procurement status, supplier performance, delivery timelines, and outstanding documentation.
- Ensure procurement activities comply with company procedures, client requirements, NGO/UN procurement standards, and applicable Oil & Gas requirements.
- Maintain accurate records of tenders, quotations, evaluations, purchase orders, contracts, and supplier correspondence.
- Monitor market prices and supplier availability to support competitive and accurate tender pricing.
- Prepare regular reports on tender opportunities, submissions, procurement activities, and procurement status.
- Maintain confidentiality of tender, pricing, supplier, and commercially sensitive information.
Requirements
- Bachelor’s degree in Business Administration, Supply Chain Management, Procurement, Finance, Engineering, or a related field.
- 3–5 years of relevant experience in tendering and procurement, with proven experience in the Oil & Gas and NGO sectors.
- Proven experience handling tenders, RFQs, RFPs, BOQs, supplier sourcing, quotation analysis, and commercial submissions.
- Experience working with local and international suppliers, contractors, NGOs, UN agencies, and Oil & Gas companies.
- Strong understanding of procurement procedures, supplier evaluation, commercial negotiations, and tender compliance.
- Experience with vendor registration, prequalification, supplier due diligence, and procurement documentation is preferred.
- Strong Microsoft office and documentation skills.
- Fluency in Arabic and Kurdish is required.
- Strong English communication skills, both written and verbal, are required.
- Strong communication, negotiation, analytical, organizational, and time-management skills.
- Ability to manage multiple tenders and procurement activities simultaneously while meeting strict deadlines
