The Supply Chain Manager leads and is accountable for the end-to-end supply chain function of the Company, encompassing procurement, contracts, materials and inventory management, warehousing, logistics, customs clearance and demand planning. The role ensures the timely, cost-effective and compliant supply of goods, equipment, materials and services required to sustain exploration, production, refining and distribution operations without interruption.

As a department head, the incumbent sets the supply chain strategy, builds resilient supplier networks in a challenging operating environment, safeguards business continuity, drives cost optimisation, and embeds strong governance, HSE and ethical standards across all sourcing and logistics activities.

Responsibilities

  • Define, implement and continuously improve the company-wide supply chain strategy, aligning it with corporate objectives, production targets and annual budgets.
  • Lead, mentor and develop the supply chain organisation — procurement, contracts, warehousing, inventory, logistics and planning teams — setting clear KPIs and performance standards.
  • Serve as a member of the senior management team, advising leadership on supply risk, cost trends, sourcing options and inventory investment.
  • Champion digitalisation of supply chain processes (ERP, e-procurement, inventory systems) to improve visibility, control and reporting.
  • Oversee the sourcing and procurement of drilling, production, refining, mechanical, electrical and general materials, equipment, spare parts and services.
  • Establish and enforce procurement policies, delegation-of-authority limits, tendering procedures and approval workflows that ensure transparency and value for money.
  • Negotiate and administer high-value contracts, framework agreements and long-term supply arrangements with local and international vendors.
  • Manage supplier pre-qualification, evaluation, performance monitoring and relationship management to build a reliable and resilient vendor base.
  • Direct materials planning and inventory control to maintain optimum stock levels of critical spares and consumables while minimising holding costs and obsolescence.
  • Oversee warehouse operations, materials receiving, preservation, issuance and stock accuracy across central and field-site stores.
  • Implement min/max, reorder-point and criticality-based stocking strategies for long-lead and safety-critical items.
  • Manage inbound and outbound logistics, freight forwarding, transportation and the movement of materials to remote field and operational sites.
  • Ensure efficient customs clearance, import/export documentation and compliance with applicable trade, sanctions-screening and regulatory requirements.
  • Coordinate the safe handling and transport of hazardous and oversized cargo in line with HSE standards.
  • Drive cost-reduction, demand-management and total-cost-of-ownership initiatives across the supply chain.
  • Ensure full compliance with company policies, anti-corruption and ethical-sourcing standards, and audit requirements; maintain complete and auditable procurement records.
  • Develop and monitor the supply chain budget, reporting variances and savings to executive management.
  • Identify and mitigate supply chain risks, developing contingency and business-continuity plans for critical materials and single-source items.
  • Embed health, safety, security and environmental standards in all supply chain and warehouse activities.
  • Ensure that sourced materials and equipment meet the required technical specifications, quality and industry standards (e.g., API, ISO).
  • Procurement cost savings and budget adherence.
  • On-time, in-full (OTIF) delivery of materials and services to operations.
  • Inventory accuracy, turnover and reduction of obsolete/slow-moving stock.
  • Supplier performance, lead-time reduction and contract compliance.
  • Zero material-driven operational downtime; HSE compliance in logistics and warehousing.

Requirements

  • Bachelor's degree in Supply Chain Management, Engineering, Business Administration, Logistics or a related discipline. A Master's degree (MBA or equivalent) is preferred.
  • Professional certification such as CIPS, CPSM, CSCP or APICS is highly desirable.
  • Minimum 12–15 years of progressive supply chain experience, including at least 5 years in a senior leadership or department-head role, preferably within the oil & gas, energy, petrochemical or heavy-industry sector.
  • Proven track record managing large procurement portfolios, complex contracts and multi-site logistics operations.
  • Experience operating in challenging, resource-constrained or emerging-market environments is an advantage.
  • Strong leadership, team-building and stakeholder-management capabilities.
  • Expert knowledge of procurement, contracts, inventory and logistics management principles.
  • Sound commercial acumen, negotiation and cost-management skills.
  • Proficiency in ERP / supply chain systems (e.g., SAP, Oracle) and data-driven decision making.
  • Solid understanding of oil & gas materials, equipment and technical specifications.
  • Excellent analytical, planning, problem-solving and risk-management skills.
  • High ethical standards, integrity and commitment to governance and HSE.
  • Fluency in Arabic and English (written and spoken).
