HKN Hamrin Ltd. is hiring a Senior Contracts Advisor to oversee contracts management and procurement processes for its Hamrin operations, based in Erbil with field travel. The position requires an Iraqi national with at least 12 years of contracts management experience in the oil and gas sector and fluency in English.

HKN Hamrin Ltd. is a privately held, independent oil and gas company operating in the Republic of Iraq. The Hamrin Block is comprised of 535 km2 and contains one producing field. The Hamrin field produces oil primarily from the Tertiary (Miocene) reservoirs — the Jeribe and Euphrates formations — with the Dhiban formation as a secondary reservoir.

The Senior Contracts Advisor Supports the contracts management activities of HKN’s Hamrin Field and assists with contracts and procurement processes in accordance with HKN and the North Oil Company of the Iraqi Ministry of Oil (NOC) requirements. Ensures HKN’s compliance with NOC procurement policies and procedures as detailed in the DPC, while ensuring that due diligence and FCPA requirements are incorporated and followed throughout all contracting activities. This is an office-based position in Erbil, Iraq, with travel to HKN bases and field operations as required.
Responsibilities
- Responsible for peer reviewing and drafting critical-path ITT and contracts and procurement documentation prior to issuing.
- Preparing ITTs, contracts, amendment orders, job orders and close out documentation for the supply of services, as required.
- Focal point for Contracts department with stakeholders for critical commercial and contractual matters in conjunction with the instructions from the Contracts Team Lead / SCM Manager.
- Working closely with stakeholders to ensure contracting processes are executed in accordance with HKN policies and procedures.
- Assist / facilitate necessary approvals within HKN approvals framework for various contract phases.
- Ensuring general contract administration and auditing of contracts is performed in a timely manner.
- Change control management in consultation with stakeholders.
- Managing database and filing systems to a high standard to ensure document retrievability for both internal and audit purposes.
- Developing and maintaining strategic relationships with key contractors to ensure best service and commercial terms.
- Monitoring contract expenditure to ensure values are within approved limits.
- Provision of day-to-day liaison / advice with stakeholders on commercial and contractual matters ensuring HKN’s best interests are established and maintained.
- Assisting and mentoring junior members of Contracts department as required, including offering consultation upon request.
- Promotion and implementation of business processes and procedures.
- Negotiation of commercial and legal issues referring to appropriate legal and finance teams.
- Inform and keep updated HKN’s Contract Team Lead, and in his absence other HKN department heads, on contractual matters critical to HKN operations.
- Ad-hoc duties as requested by line manager.
Requirements
- Candidate must be an Iraqi National.
- Minimum twelve (12) years’ experience supporting oil company operations in a contracts management role either for an international oil company or oil service company, including operations in Iraq.
- Demonstrates strong understanding of and commitment to environmental, health and safety practices.
- Demonstrates strong understanding of good industry practices.
- Significant proven experience in all aspects of the tendering and procurement process.
- Significant proven experience in contracts administration processes and procedures.
- Experience in formulating and negotiating contracts across the exploration and oil production environment.
- Commercially astute with proven negotiation and proficient contract drafting skills.
- Fluent in English, both written and oral.
- Capable of handling multiple tasks simultaneously and tackling complex contracts.
- Good analytical skills.
- Excellent communication skills and the ability to work independently or as a member of a team.
- Proficient in the development and management of filing and document control systems.
- High level of competency with the Microsoft suite of applications.
- Preferably educated to degree level in an appropriate field.
- Preferably CIPS / MRICS certified.
