Doinc for Business Development & Consultation is hiring an HR Officer in Erbil to handle recruitment, employee relations, performance management, training, payroll, and labor law compliance. The position requires at least one year of relevant HR experience and Kurdish language proficiency.

Responsibilities

  • Recruitment & Hiring
  • Manage the full recruitment cycle, from job posting through onboarding.
  • Prepare clear and engaging job descriptions for open positions.
  • Screen CVs, conduct interviews, and coordinate with department managers.
  • Prepare job offers and negotiate compensation packages.
  • Ensure a smooth and welcoming onboarding experience for new employees.
  • Employee Relations:
  • Serve as the main point of contact for employee questions and concerns.
  • Handle workplace conflicts and grievances fairly and professionally.
  • Promote a positive, inclusive, and supportive workplace culture.
  • Conduct regular employee check-ins and satisfaction surveys.
  • Support managers in addressing performance issues and disciplinary matters.
  • Performance Management:
  • Coordinate the annual and mid-year performance review processes.
  • Work with the Board and department heads to establish clear employee goals and expectations.
  • Identify high-performing employees and support career development plans.
  • Track and document performance concerns and improvement plans.
  • Training & Development:
  • Identify training needs across departments.
  • Organize workshops, seminars, and e-learning programs.
  • Develop onboarding and orientation programs for new employees.
  • Support leadership development and succession planning.
  • Compensation & Benefits:
  • Manage payroll processing in coordination with the Finance Department.
  • Administer employee benefits, including leave and bonus programs.
  • Conduct salary reviews and support fair and competitive compensation practices.
  • Maintain accurate records of employee compensation and benefits.
  • HR Policies & Compliance:
  • Develop, update, and implement company HR policies and procedures.
  • Ensure compliance with Iraqi and Kurdistan labor laws and employment regulations.
  • Maintain confidential and accurate employee records.
  • Prepare HR reports and metrics for senior management.

Requirements

  • 1–3 years of proven HR management experience in a professional services environment.
  • Knowledge of Iraqi and Kurdistan labor laws.
  • Kurdish language proficiency is required; English and Arabic are an advantage.
  • Must be an Erbil resident.
