HKN Hamrin Ltd. is hiring an Iraqi national for the role of Contracts Engineer to manage tendering, procurement, and contract administration for Hamrin Field operations. The position is based in Erbil with occasional travel and requires at least 5 years of contracts management experience in the oil and gas sector and fluent English.

HKN Hamrin Ltd. is a privately held, independent oil and gas company operating in the Republic of Iraq. The Hamrin Block is comprised of 535 km2 and contains one producing field. The Hamrin field produces oil primarily from the Tertiary (Miocene) reservoirs — the Jeribe and Euphrates formations — with the Dhiban formation as a secondary reservoir.

Responsibilities

  • The Contracts Engineer Supports the contract management activities of HKN’s Hamrin Field and provides contracts and procurement services in accordance with HKN and the North Oil Company of the Iraqi Ministry of Oil (NOC) requirements. Ensures HKN’s compliance with NOC procurement policies and procedures as detailed in the DPC, while ensuring due diligence and FCPA requirements are incorporated and followed throughout all contracting activities. This is an office-based position in Erbil, Iraq, with travel to HKN bases and field operations as required.
  • Preparing tender packages in accordance with HKN procurement procedures, including:
  • Prequalification and identification of suitable companies for issue of tender documents.
  • Preparation / drafting tender documents followed by clarification, evaluation, negotiation, recommendation and contract drafting for execution.
  • Liaising with relevant departments regarding the development and evaluation of tenders plus contractual administration of the contracts after award.
  • Preparing contracts, amendment orders, job orders and close out documentation for the supply of services.
  • Working closely with stakeholders to ensure contracting processes are executed in accordance with HKN policies and procedures.
  • Obtaining necessary approvals within HKN approvals framework for various contract phases e.g. contract award, contract amendments, contract value uplifts and contract terminations.
  • General contract administration and auditing of contracts, including drafting contractual correspondence where required in consultation with the relevant stakeholder.
  • Contract interpretation to support appropriate stakeholders.
  • Change control management in consultation with stakeholders.
  • Maintain database and filing systems to a high standard to ensure document retrievability for both internal and audit purposes.
  • Maintain databases for tracking contract renewals.
  • Processing due diligence requirements with vendors on behalf of HKN and maintaining the appropriate databases.
  • Ad-hoc duties as requested by line manager.

Requirements

  • Candidate must be an Iraqi National.
  • Minimum five (5) years’ experience supporting oil company operations in a contracts management role, either for an international oil company or oil service company, including operations in Iraq.
  • Proven experience in all aspects of the tendering and procurement process including but not limited to development of Request for Proposals (RFPs) and Request for Quotations (RFQ’s) and ability to demonstrate experience and understanding on how to develop both technical and commercial evaluation scoring tables.
  • Proven experience in contracts administration processes and procedures including, but not limited to contract drafting, change management and correspondence control.
  • Commercially astute with proven negotiation and contract drafting skills.
  • Fluent in English, both written and oral.
  • Excellent communication skills and the ability to work independently or as a member of a team.
  • Proficient in the development and management of filing and document control systems.
  • Proficient in the use of main Microsoft applications such as Outlook, Word and Excel.
  • Demonstrates a good understanding of and personal commitment to environmental, health and safety practices.
  • Preferably educated to degree level, in an appropriate field.
  • Preferably CIPS Level 4 certified or equivalent.
