Role Purpose/ Justification: The Construction Manager will be responsible for the safe, timely, and cost-effective execution of all site construction activities associated with the project. Acting as the Owner's Site Representative, the Construction Manager will manage and oversee the EPC Contractor's construction activities while coordinating closely with the Project Management Consultant (PMC), Operations team, contractors, and stakeholders to ensure successful project delivery.

The role requires strong leadership in construction execution, HSE, quality management, contractor performance management, interface coordination, and schedule control within a complex industrial and marine environment.

Responsibilities

  • Lead and oversee all site construction activities performed by the EPC Contractor.
  • Monitor construction progress against approved schedules, milestones, and project objectives.
  • Ensure construction works are performed in compliance with approved engineering deliverables, specifications, and applicable standards.
  • Verify that adequate resources, equipment, materials, and manpower are mobilized to support project execution.
  • Conduct regular site inspections and construction reviews.
  • Manage the relationship between the PMC and EPC Contractor to ensure effective project execution.
  • Review and challenge contractor construction methodologies, work plans, and recovery strategies.
  • Ensure accurate reporting of progress, risks, issues, and forecast completion dates.
  • Participate in contractor performance reviews and corrective action plans.
  • Ensure timely resolution of construction issues and field conflicts.
  • Promote a strong safety culture across all project activities.
  • Ensure compliance with project HSE requirements, Permit to Work systems, SIMOPS procedures, and applicable regulations.
  • Participate in safety audits, inspections, incident investigations, and management site visits.
  • Halt unsafe work when required and ensure corrective actions are implemented.
  • Drive contractor HSE accountability and performance improvement.
  • Ensure construction activities comply with approved quality plans, specifications, and inspection requirements.
  • Monitor QA/QC performance and non-conformance management.
  • Participate in quality audits and review quality documentation.
  • Support completion, punch-list management, mechanical completion, and handover activities.
  • Monitor construction progress against baseline schedules.
  • Identify schedule threats and potential delays.
  • Review contractor recovery plans and acceleration proposals.
  • Ensure critical path activities receive appropriate management attention.
  • Support project reporting, forecasting, and performance reviews.
  • Coordinate construction interfaces between: PMC, EPC Contractor, Operations and Maintenance teams, Vendors and suppliers, Government authorities, Port and marine stakeholders (if applicable)
  • Proactively identify and resolve interface issues affecting project execution.
  • Maintain effective relationships with internal and external stakeholders.
  • Support engagement with clients, regulators, local authorities, and community representatives as required.
  • Participate in progress meetings, management reviews, and executive reporting sessions.
  • Support pre-commissioning, commissioning, startup, and handover activities.
  • Ensure construction completion documentation is prepared and submitted in accordance with project requirements.
  • Facilitate smooth transition from construction to operations.

Requirements

  • Minimum 10 years of construction management experience in large industrial, oil & gas, LNG, energy, port, or marine infrastructure projects.
  • Proven experience managing marine construction activities, including jetty, berth, quay wall, marine terminal, or port infrastructure projects.
  • Demonstrated experience in pile installation and marine foundation works, including steel tubular piles, driven piles, pile testing, and associated marine temporary works.
  • Strong understanding of marine construction methods, barge operations, heavy lifting, marine logistics, and interface management within active port environments.
  • Experience coordinating marine, civil, mechanical, and EPC contractors during construction execution.
  • Previous experience of LNG terminals, marine oil & gas facilities, FSRU projects, ports, jetties, or similar coastal infrastructure developments is highly preferred.
  • Experience working in brownfield or operational port facilities with complex stakeholders and operational interfaces is advantageous.
  • Bachelor's Degree in Engineering (Mechanical, Civil, Electrical, or related discipline).
  • Professional certifications such as PMP are advantageous.
  • Proficient in Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
  • Strong working knowledge of Primavera P6 for project planning, scheduling, progress monitoring, and reporting.
  • Familiarity with Microsoft Project and project controls reporting tools.
  • Experience using document management systems, construction management platforms, and electronic permit-to-work systems.
  • Ability to review and interpret engineering drawings, specifications, construction schedules, and progress reports.
  • Fluent in English (written and spoken), with the ability to effectively communicate with international contractors, PMC teams, consultants, and senior management.
  • Strong report-writing, presentation, and stakeholder communication skills in English.
  • Arabic language proficiency is highly desirable. Knowledge of both Arabic and English is preferred for effective coordination with local authorities, contractors, and stakeholders.
