HKN Hamrin Ltd. is hiring a Construction Manager on a 28/28 rotation consultant contract in the Hamrin Block, Salahaldin. The role requires at least 10 years of onshore oil and gas construction experience, including supervisory experience and fluency in English.

HKN Hamrin Ltd. is a privately held, independent oil and gas company operating in the Republic of Iraq. The Hamrin Block is comprised of 535 km2 and contains one producing field. The Hamrin field produces oil primarily from the Tertiary (Miocene) reservoirs — the Jeribe and Euphrates formations — with the Dhiban formation as a secondary reservoir.

The Construction Manager is responsible for the overall management and delivery of facilities construction activities across HKN's brownfield and greenfield project scopes. The role provides leadership and direction to the Construction Supervisor(s) and construction contractors, ensuring that all construction works are executed safely, on schedule, within approved budgets, and in accordance with the quality and technical standards set for HKN's projects.

Responsibilities

  • Overall accountability for Projects & Engineering Construction work being completed safely across all sites.
  • Ensure construction contractors follow and/or meet all SOW, Specifications, Quality and Company standards across all active construction scopes.
  • Own overall accountability for construction works being completed on time and within approved budgets, including cost control and forecasting.
  • Plan, resource, and manage construction works across multiple sites/scopes to ensure they are executed efficiently and effectively, directing the work of Construction Supervisor(s).
  • Report on overall project and construction programme performance to the Projects & Engineering Manager and senior management at regular intervals.
  • Provide leadership, direction, and performance management to Construction Supervisor(s), supporting their development and ensuring consistent standards across sites.
  • Manage the commercial and contractual performance of construction contractors, including scope, variations, and claims, in coordination with Contracts & Procurement.

Requirements

  • Experience of heavy equipment operation, scaffolding, rigging, lifting operations, pipefitting, welding, hydrotesting, vessel and rotating equipment installation and other similar work activities.
  • Experience with E&I equipment, electrical/instrument cables, process controls, emergency & shutdown systems, fire & gas systems, PLC, SACDA, interface requirements, specifications, codes & standards and test equipment.
  • Able to read and interpret technical drawings/schedules such as: P&IDs, Isometrics, Plot Plans, SLD, instrument/electrical wiring diagrams, etc.
  • Knowledge of HSE codes and standards and ability to implement them in order complete the above activities safely.
  • Knowledge of various ASME, API and other code, standards and regulations
  • Able to work effectively as part of a team but also to work on own initiative and taking a proactive approach.
  • Ability to take responsibility and manage tasks through to completion.
  • Able to work with several simultaneous activities, prioritising as necessary.
  • Effective communicator, able to effectively liaise with internal project stakeholders, operations, construction contractor representatives, and the wider Projects & Engineering Team.
  • Able to independently identify and manage change, including technical, schedule, and cost impacts, escalating to the Projects & Engineering Manager as required.
  • Proven people leadership and line management experience, including supervising, coaching, and developing Construction Supervisor(s) and field teams.
  • Experience with construction contract management, budgeting, cost control, and progress/earned value reporting.
  • Ability to plan and manage manpower and resourcing across multiple concurrent construction scopes and sites.
  • Degree/ diploma in applicable numerate discipline - mechanical, process, chemical, petroleum engineering and / or a recognized trade certificate.
  • Equivalent years of experience will be considered in lieu of the above.
  • A minimum of 10 years of experience in on-shore oil and gas construction, including at least 3-4 years in a construction management or senior supervisory leadership role with an E&P Operator or major EPC contractor.
  • Brownfield experience is essential, working within operational facilities.
  • Previous project experience in the Middle East is essential. Experience in the Kurdistan Region of Iraq would be considered a bonus.
  • Strong, effective leader with demonstrated experience managing multi-disciplinary construction teams

  • Working knowledge of oil & gas plant and pipeline operation and design.
  • Excellent English language skills, both written and spoken.
