Control Risks is seeking a Communications Manager in Basrah to oversee project communications and telecommunication systems within the Security Command & Control Centre. The position requires at least 8 years of relevant military, police, or commercial security experience alongside strong technical telecom skills.
About the job
The Communications Manager (CM) is responsible for the management of all project related communication and information systems on the project.
Manages day-to-day Communications within the Security Command & Control Centre (SCCC), including other Project personnel or assets, as per Client Call Off.
Ensures communications equipment is compliant with Iraqi government, client and CR directives and procedures.
Responsibilities
- Responsible for the development, execution of the communications strategy (SOP) and the management of the operations communications team.
- Management of the Tetra (client) communication system.
- Liaison between Client departments such as IT, ROOHSE Land Transport, GIS.
- Responsible for planning, organising and supervising the work of subordinates in the installation, modifications and testing of telecommunications systems.
- Involved in planning, developing and constructing of new telecommunications sites and buildings in support of client activities.
- Responsible for overseeing the work conducted by CONTRACTOR technicians and coordinators who are required to install, maintain operations inside/outside the field.
- Responsible for travelling to sites located inside/outside the field to install and maintain communication related equipment.
- Responsible for repairing and maintaining of associated equipment’s of the telecommunications system in the support of client operations.
- Conduct emergency call outs and perform emergency evaluation and repair of the communication systems as directed by client.
- Prepare information relating to tenders for equipment as requested by client.
- Responsible for analyzing and troubleshooting communications systems to maintain mobile and static operations in support of project activities.
- Manage and coordinate all communications and secure field location requirements in support of client operations.
- Ensures all rotation planning, general leave, sick/compassionate leave and administration arrangements are coordinated to best ensure contractual compliance.
- Ensures training and personnel records are maintained for all communications staff.
- Support client Security Department with the technical development and delivery of client training courses.
Requirements
- 8 years cumulative military/police service or equivalent commercial security and risk management experience.
- 3 years previous experience of working in Iraq for a MOI registered PSC.
- 3 years communications management experience.
- Demonstrated competence in technical telecommunications role.
- Proficient with HF, VHF, Satellite, Internet/Voice over Internet systems, GPS and Transponder communication systems including IVMS – In Vehicle monitoring systems.
- Native English Speaker.
- Experience in equipment management skills, development and implementation of equipment management programmes.
- HSE certificate (IOSH).
