دەربارەی کارەکە
HKN Hamrin Ltd. is a privately held, independent oil and gas company operating in the Republic of Iraq. The Hamrin Block is comprised of 535 km2 and contains one producing field. The Hamrin field produces oil primarily from the Tertiary (Miocene) reservoirs — the Jeribe and Euphrates formations — with the Dhiban formation as a secondary reservoir.

The Senior Procurement Advisor Supports the procurement team activities of HKN’s Hamrin Field and assists with procurement processes in accordance with HKN and the North Oil Company of the Iraqi Ministry of Oil (NOC) requirements. Ensures HKN’s compliance with NOC procurement policies and procedures as detailed in the DPC, while ensuring that due diligence and FCPA requirements are incorporated and followed throughout all contracting activities. This is an office-based position in Erbil, Iraq, with travel to HKN bases and field operations as required.

- Responsible for reviewing / drafting ITT documentation prior to issuing e.g. strategies, evaluations etc.
- Preparing orders, amendments and close out documentation for the supply of goods, as required.
- Responsible for day-to-day operation of the procurement activities of the Procurement team.
- Focal point for Procurement team with stakeholders for all commercial and contractual matters.
- Working closely with stakeholders to ensure procurement processes are executed in accordance with HKN policies and procedures.
- Managing necessary approvals within HKN approvals framework for various order phases.
- Managing and mentoring Procurement Engineers.
- Ensuring general administration and auditing of orders is performed in a timely manner.
- Change control management in consultation with stakeholders.
- Managing database and filing systems to a high standard to ensure document retrievability for both internal and audit purposes.
- Developing and maintaining strategic relationships with key vendors to ensure best service and commercial terms.
- Monitoring order expenditure to ensure values are within approved limits.
- Provision of day-to-day liaison / advice with stakeholders on commercial and contractual matters ensuring HKN’s best interests are established and maintained.
- Assisting junior members of Procurement team as required (including offering consultation upon request).
- Promotion and implementation of business processes and procedures.
- Negotiation of commercial and legal issues referring to appropriate legal and finance teams.
- Inform and keep updated HKN’s Procurement Team Lead, and in his absence other HKN department heads, on contractual matters critical to HKN operations.
- Ad-hoc duties as requested by line manager.
مەرجەکان
- Candidate must be an Iraqi National.
- Minimum twelve (12) years’ experience supporting oil company operations in a procurement role either for an international oil company or oil service company, including operations in Iraq.
- Demonstrates strong understanding of and commitment to environmental, health and safety practices.
- Demonstrates strong understanding of good industry practices.
- Significant proven experience in all aspects of the tendering and procurement process.
- Significant proven experience in contracts administration processes and procedures.
- Experience in formulating and negotiating contracts / orders across the exploration and oil production environment.
- Commercially astute with proven negotiation and proficient contract drafting skills.
- Fluent in English, both written and oral.
- Capable of handling multiple tasks simultaneously and tackling complex contracts / orders.
- Good analytical skills.
- Excellent communication skills and the ability to work independently or as a member of a team.
- Proficient in the development and management of filing and document control systems.
- High level of competency with the Microsoft suite of applications.
- Preferably educated to degree level in an appropriate field.
- Preferably CIPS certified.
