Project: Strengthening Sustainable Reintegration, Social Cohesion, and Community Resilience for Returnees in Iraq's Return Areas

HOPE will implement this project across Al-Qaim and Heet in Anbar, Tikrit and Balad in Salah Al-Din, Kirkuk Centre, and a cross-cutting reintegration-preparedness component at Al-Amal Rehabilitation Center. The project combines community assessment and dialogue, support to existing peace and reintegration structures, community-led initiatives, youth engagement, institutional capacity strengthening for MoLSA/DoLSA and MoMD/DoMD, and market-oriented employment pathways including employment-readiness, private-sector linkages and on-the-job training. Implementation must consistently apply inclusion, safeguarding, conflict sensitivity, trauma-sensitive practice, data protection and Do No Harm principles.

Provide continuous location-level coordination for the project implementation in the assigned location(s), ensuring effective stakeholder liaison, activity scheduling, facilitator coordination, operational readiness, documentation and early escalation of field risks.

  • Maintain regular liaison with relevant local authorities, government directorates, community structures, service providers and other stakeholders.
  • Coordinate the assigned field facilitator(s), clarify daily/weekly priorities, and verify that outreach, mobilization and documentation requirements are understood.
  • Coordinate participant arrangements, field logistics, local access, venue readiness and practical implementation requirements with the central team.
  • Monitor field progress, attendance, community dynamics, access constraints and operational risks; immediately flag issues requiring management or technical attention.
  • Ensure timely submission of complete activity documentation and field updates to the Project Technical Manager / Project Sr. Officer.
  • Coordinate with district authorities, DoYS/Youth Centres, DoLSA/VTC/DoMD counterparts, community peace/reintegration structures, employers and service providers relevant to the assigned location(s).
  • Support cross-district consistency while recognizing different local conditions in the assigned location(s).
  • Maintain regular coordination with the Project Technical Manager, Project Sr. Officer, MEAL, Logistics and other relevant HOPE functions.
  • Support complete, accurate and timely activity documentation, including attendance, approvals, participant records, minutes, photos/visibility documentation where consent is available, and follow-up records.
  • Updated location activity schedule and readiness/follow-up tracker.
  • Documented stakeholder coordination and follow-up records relevant to project implementation.
  • Complete activity documentation packages from the assigned location(s), submitted according to HOPE requirements.
  • Timely field progress updates, issue/risk notifications and action follow-up.
  • End-of-assignment handover of outstanding actions, contacts, records and location-specific learning.
  • Apply safeguarding, PSEAH, conflict-sensitive, trauma-sensitive and Do No Harm standards in all interactions and activities.
  • Maintain strict confidentiality of participant information and project records; returnee status or other sensitive personal data must never be disclosed publicly.
  • Comply with HOPE policies, security instructions, data-protection requirements, anti-fraud/anti-corruption standards, and applicable Donor requirements.
  • Immediately escalate any safeguarding concern, serious incident, conflict-sensitivity risk, fraud concern or security issue through approved HOPE channels.
