mselect is looking to hire a Control of Work Team Leader for an international oil and gas operator in Basrah, Iraq.

The Control of Work (CoW) Coach supports the safe, compliant, and effective execution of work under the organisation’s CoW Management System. This field-focused role strengthens site team capabilities through practical coaching, mentoring, assurance, and worksite verification. The postholder works closely with site management, operations, maintenance, HSE, and project teams to promote consistent application of CoW procedures, Life-Saving Rules, energy isolation standards, and effective SIMOPS practices across field operations.

  • Promote a clear understanding and consistent application of CoW and HSE procedures while reinforcing safe working practices across the assigned site
  • Coach and mentor AAs, PAs, IAs, shift teams, contractors and other CoW practitioners in work planning, permit preparation, risk assessment, isolation and safe work execution
  • Support clear job and task descriptions, credible hazard identification and effective controls so that work is properly planned and executed safely and efficiently
  • Review all newly drafted WorkSafe HITRAs and permits with the relevant PA and AA; challenge or reject non-compliant documentation in consultation with the accountable site roles
  • Conduct HITRA and permit audits, Site Observations (SOs), Site Verifications (SVs) and other assurance activities in line with CoW requirements and the annual operating plan
  • Assist Operations Advisors, Site Engineers and AAs with mandatory Daily Planning/SIMOPS meetings, and support Site Managers with wider SIMOPS coordination
  • Review and verify new energy isolations as required, ensuring they are technically sound, properly documented, and applied in accordance with applicable standards
  • Assess new Performing Authorities and support competence assessment activities for CoW roles as assigned by the CoW Team Leader
  • Intervene immediately where work or behaviour does not comply with CoW requirements; stop or reject unsafe work and escalate unresolved non-compliance
  • Act as the first point of contact for site CoW queries, providing clear, practical advice and timely solutions
  • Maintain oversight of CoW documentation and WorkSafe system health at the site, including the availability and operation of required hardware and software
  • Report incidents and CoW issues, share lessons learned, participate in investigations when requested, and communicate procedural changes to affected site teams
  • Prepare daily and periodic CoW reports that identify strengths, gaps, trends, recurring issues and required follow-up actions
  • Daily: Attend the site CoW/SIMOPS meeting and the 14:00 CoW meeting with the CoW Team Leader and Specialist; review new permits, HITRAs and isolations; provide worksite coaching and intervention; respond to CoW queries; check WorkSafe availability; keep the CoW office organised; submit the station coaching report
  • Weekly: Complete required HITRA/PTW audits, SOs and SVs; support SIMOPS coordination; review site documentation and WorkSafe system health; assess new PAs/CoW role holders as assigned; provide feedback on trends and recurring issues; reinforce Life-Saving Rules and isolation standards
  • Monthly: Report progress, gaps and improvement opportunities to the CoW Team Leader and Site Management; review recurring non-compliance and recommend corrective action; contribute coaching materials, exemplars and lessons learned; consolidate findings from assurance and incident systems; review CoW training status and confirm expired training or assessments are booked
  • Authority and obligation to stop or reject unsafe or non-compliant work
  • Authority to require correction of inadequate permits, HITRAs, isolations or supporting documentation before work proceeds
  • Escalate repeated, significant or unresolved non-compliance to the relevant Site Manager, CoW Team Leader and CoW Specialist
  • Performing Authorities: Advise during planning, permit preparation and monitoring of worksite activities
  • Area Authorities/Site Controllers: Guide and support day-to-day CoW activities, permit review and site coordination
  • Site Managers/Shift Engineers: Support SIMOPS coordination, project scopes, priorities and safe work delivery
  • Planning, Maintenance & Projects: Collaborate on work planning, task risk assessment, schedule interfaces and CoW efficiency
  • Operations Advisors/Coordinators: Coordinate operational controls, complex isolations and SIMOPS impacts
  • Station SAEP: Liaise on electrical-work reviews and associated electrical isolations
  • CoW Team Leader/CoW Specialist: Receive direction, report performance and issues, and share incident, procedural and CoW updates at the site

مەرجەکان

  • Candidates must have a minimum of 5 years of relevant experience in hydrocarbon operations and HSE disciplines. Fluency in English and Arabic is a must.
  • Minimum 5 years of relevant experience in hydrocarbon operations, operations and/or HSE disciplines
  • Strong knowledge of safe working practices and practical mastery of permit-to-work and Control of Work systems
  • Relevant HSE knowledge and a recognised HSE qualification such as NEBOSH or equivalent
  • Engineering degree or equivalent relevant technical education and experience
  • Demonstrable experience in a comparable operational environment; previous experience as an Area Authority, Site Controller or CoW Trainer is highly desirable
  • Excellent interpersonal, influencing, communication and engagement skills across a diverse organisation
  • Ability to train, coach and mentor the workforce, give constructive feedback and build practical competence
  • Ability to work autonomously, organise time and resources, and deliver work to defined standards
  • Excellent written and spoken Arabic and English
  • Competent IT skills, including Microsoft Word, PowerPoint and Excel, with evidence of continued professional development
  • The postholder is expected to become and maintain competency in the use of the following systems and applications: WorkSafe – Control of Work, ShareCat – Document control and management, Maximo – Work management and safety reporting, SharePoint – Business data input and management, GIS (Geographical Information System) – Geographic data and mapping, Bluebeam, Foxit, or equivalent software – Marking up and reviewing P&IDs and technical drawings
  • Safety leadership – puts safety first and consistently reinforces strong CoW discipline and culture
  • Demonstrates sound judgement by making timely, risk-based decisions and ensuring permits, isolations, and risk assessments comply with applicable standards
  • Technical leadership - applies expertise in CoW, energy isolation and SIMOPS to identify and manage risk early
  • Capability building - provides clear direction, constructive feedback and practical coaching that improves performance
  • Collaboration - works across operations, maintenance, HSE and projects to remove barriers and enable safe, reliable and efficient delivery
