تعلن شركة Ultimate Talent عن حاجتها إلى مسؤول مقترحات فنية رئيسي في أربيل لإدارة دورة إعداد المقترحات وكتابة العطاءات الفنية المتوافقة مع متطلبات العقود. يتطلب المنصب شهادة بكالوريوس وخبرة لا تقل عن تسع سنوات في كتابة المقترحات.

عن الوظيفة

This role is a key part of the business development strategy and is responsible for managing the full proposal lifecycle and delivering high-quality, compliant proposals.

المهام

Lead end-to-end proposal development from RFP/RFQ analysis through final submission, writing complete, compliant proposals to win bids and contracts.
Develop win themes and response strategies aligned with client requirements; break down contract requirements into clear deliverables, assumptions, and structured response outlines to ensure full compliance.
Utilize AI tools to support proposal writing, content development, compliance reviews, and bidding activities to improve quality, efficiency, and consistency.
Prepare compliance matrices and structured response plans; track questions, amendments, and updates, resolving compliance gaps before final review.
Coordinate inputs from subject matter experts, pricing, operations, HR, and partners; maintain version control and manage internal review processes.
Support the Business Development Director in bid/no-bid activities.
Edit and refine proposal content for clarity, consistency, and adherence to style guides; integrate graphics and visual highlights where needed.
Support preparation and tailoring of past performance examples and resumes to meet evaluation criteria.
Develop case studies and support materials as requested.
Actively model and promote collaboration, integrity, and accountability in line with the organization’s values and vision.
Maintain flexibility and responsiveness to changing business needs by taking on additional responsibilities as required by the line manager.

المتطلبات

Bachelor’s degree in Business Management or related field.
Minimum nine years of experience writing proposals for federal and defense governments or companies (DoS, NATO, DoD) or U.S. government prime contractors or subcontractors, including prior involvement in successful contract wins.
Fluent in English, with full proficiency in Arabic or Kurdish.
Candidates with NGO experience can be considered; however, priority is given to those with U.S. government experience.
Skilled in analyzing RFPs, building compliance matrices, and translating technical input into proposal content.
Strong understanding of federal acquisition processes.
Proven ability to write compliant, clear, and compelling technical proposals.
Excellent attention to detail.
Demonstrates ownership and accountability for deliverables.
Ability to manage multiple deadlines and work under pressure.
Strong collaboration and communication skills.
Ability to use design tools (e.g., Photoshop or similar) to improve proposal layout and visual presentation is an advantage.

Salary: USD 1,200–2,000 per month
