عن الوظيفة

Al-Mesalla.ORG for Human Resources Development is a non-governmental, non-profit civil society organization registered with both the Kurdistan Regional Government (KRG) and the Iraqi Central Government. Since 2004, Al-Mesalla has been actively operating in Iraq, focusing on civil society empowerment, women’s rights, livelihoods, peace, and justice.

Al-Mesalla Organization for Human Resources Development is implementing a 12-month project supporting the reintegration of Iraqi returnees from Northeast Syria and vulnerable host-community members in Ramadi and Fallujah in Anbar Governorate and Shirqat and Baiji in Salah al-Din Governorate. The project works exclusively through existing government and community structures rather than creating parallel systems.

The Social Cohesion and Economic Integration Officer carry two connected portfolios in one governorate: strengthening the existing Local Peace Committees and facilitating dialogue and community initiatives under Output 2, and delivering the livelihood pathway from selection through to employer linkage under Output 3. The two functions are combined in one post so that each participant has a single point of contact across the social and economic components, which is how the cohesion and livelihood tracks stay connected in practice.

المهام

  • Confirm the existing Local Peace Committees in the governorate with local authorities and the Governorate PVE Committee.
  • Conduct structured capacity assessment, recording training members have already received, and prepare a tailored capacity-strengthening plan.
  • Deliver the tailored training and mentoring package covering only the gaps identified.
  • Support the committees to facilitate structured community dialogues with registered attendance and to document findings and conflict analysis.
  • Support the committees to select, design and implement one initiative per district using the written selection criteria.
  • Complete the Do No Harm screening for each initiative before approval and inform the local authority.
  • Provide technical oversight, logistical support and monitoring during implementation, while the selection decisions remain with the committees.
  • Provide follow-up mentoring and support the committees to update their self-led action plans.
  • Conduct the labour-market and employment-opportunity assessment and confirm which vocational tracks may open.
  • Conduct outreach, apply the published selection criteria and complete an individual employability assessment for each selected beneficiary.
  • Deliver life-skills support and preparing an individual reintegration or livelihood plan with each beneficiary.
  • Coordinate vocational training with the DoLSA Vocational Training Department, monitor attendance and link graduates to employers.
  • Coordinate employment counselling delivered by qualified DoLSA staff and organize linkage sessions with financial institutions.
  • Map and engage employers, support placement and conduct post-placement follow-up to verify employment outcomes.

المتطلبات

  • University degree in social sciences, economics, development studies or a related field.
  • At least four years of experience covering either social cohesion and community engagement or livelihoods and employment promotion, with demonstrated capability in both.
  • Experience working with community structures such as peace committees and facilitating dialogue in mixed or tense settings.
  • Experience in beneficiary selection using documented criteria, and in employer or private sector engagement.
  • Demonstrated ability to apply conflict analysis and Do No Harm in activity design.
  • Experience coordinating vocational training with the DoLSA Vocational Training Department or equivalent public training providers.
  • Experience in labour-market assessment.
  • Residence in, or strong familiarity with, the assigned districts.
  • Conflict sensitivity and application of Do No Harm in day-to-day decisions.
  • Commitment to safeguarding, child protection and the prevention of sexual exploitation and abuse.
  • Confidentiality and sound judgement when handling sensitive personal information.
  • Ability to work with government counterparts without creating parallel structures.
  • Fluent Arabic. English sufficient for the reporting and documentation required by the post.

ملاحظات

  • Contract Type: Service Contract- daily fee Basis.
  • Level of Engagement: Up to twenty (20) working days per month, as required by project needs and the approved project framework.
  • Contract Period: Ten (10 Months) from 1 Nov 2026 to 31 August 2027.
  • The post holder signs the Al-Mesalla code of conduct and completes safeguarding and PSEA induction before field deployment. Al-Mesalla applies a survivor-centered approach to any safeguarding concern and operates a confidential reporting channel through the Complaints and Feedback Response Mechanism.
