عن الوظيفة

The Country GIS and Information Management (IM) Manager is responsible for the overall management, supervision, and coordination of all GIS and IM activities across the HALO Trust programme.

The Manager oversees the collection, management, analysis, quality control, and reporting of operational data, as well as the production of accurate maps and information products to support humanitarian demining operations.

The Manager is also responsible for supervising all GIS and IM staff, assigning tasks, monitoring performance, providing technical guidance, and ensuring compliance with HALO’s IM standards and procedures.

المهام

  • Management of data in HALO’s Global Operations Information Management System (GO-IMS).
  • Establishing a clear data flow with stated quality assurance and control mechanisms to ensure accuracy of data received from mobile data collection forms to assist efficient and effective field-level operations.
  • Develop database reporting tools using views/queries in PostgreSQL.
  • Design and maintenance of programme databases and datasets as required.
  • With the Programme Officer, designing and implementing suitable Monitoring and Evaluation tools to assist the programme to understand the humanitarian impact of its operations.
  • Designing and implementing training sessions with operations and support staff in the use of physical and digital/mobile data collection techniques.
  • With Operations Management, quality control of all operational data from INSERT OPS ACTIVITIES and other activities
  • Production and maintenance of programme geospatial data, for example fixing polygons and geopoints for use in desktop, web and mobile environments
  • Production of accurate, informative and creative mapping using ArcGIS to inform and guide operations.
  • Maintaining and updating programme Web GIS maps and expanding capabilities
  • Production of maps, infographics and other data visualisation to accompany donor reports, presentations and for other external publications and uses.
  • Use HALO internal data, open source, and other data with Information Management and GIS tools to produce analysis on the presence and impact of explosive remnants of war.
  • Ensure HALO monthly operational data is submitted accurately and on time to meet all reporting obligations to authorities, donors and other third parties
  • Use other platforms (e.g. Power BI) for monitoring and evaluation of HALO operations and internal data and metrics.
  • Ensure HALO operational data is submitted accurately and on time to Information Management System for Mine Action (IMSMA), the national database owned by the National Mine Action Centre (NMAC).
  • Sourcing, processing and analyzing remote sensing data such as satellite and drone imagery.
  • Support teams in the field with offline maps and imagery access
  • Design and maintenance of programme databases and datasets as required.

المتطلبات

  • Bachelor’s degree in GIS, information systems, computer science or related discipline. Lower level of education with relevant experience may be considered.
  • Experience in managing large datasets and relational databases
  • Experience and knowledge of database management systems with skills in PostgreSQL (or Microsoft SQL Server, MySQL) for data querying, extraction and reporting
  • Knowledge of Mobile Data Collection tools such as ArcGIS Survey123, ArcGIS Field Maps, Kobo or equivalent.
  • Knowledge and experience in the use of Desktop GIS software, especially Esri tools such as ArcGIS Pro
  • Knowledge of Web GIS tools such as ArcGIS Enterprise and ArcGIS Online
  • Strong GIS map production skills
  • Excellent interpersonal and analytical skills with meticulous attention to details.
  • Ability to work effectively in a team in a culturally diverse environment.
  • Ability to work well under stress and in a fast-paced environment.
  • Excellent time management skills and ability to multi-task and prioritize work.
  • Strong organizational, planning, and problem-solving skills.

  • Experience with remote sensing and imagery organization, hosting and analysis
  • Knowledge of Business Intelligence tools such as Power BI
  • Knowledge of Extract-Transform-Load (ETL) and data manipulation tools such as FME

أوقات العمل

  • Work routine: Five days per week for eight hours per day, with Friday and Saturday being rest days, notwithstanding travel and non-routine events.

  • General terms, conditions and requirements will be in line with those for HALO national staff and your contract.
  • This position will be based in Basra. Regular travel to other HALO locations will be required.
